Any of them will get you Tecumseh and Shawnee if you preorder. Founders will include it even after launch, and it will be available for separate purchase as well at a later point (according to the Civ VII website)

If you look at the table in the frst post you'll see Deluxe includes 1 DLC and 1 cosmetic packs, Founders includes 2 of each.
Is it worth the additional 30 or 60 $? Only you can answer.

And yes, GMG is an official reseller for 2k games (and many other publishers), not a "grey market" site. There are probably others but that's the one i've used for Civ6.
Do we have a sense or even a guess as to whether the CRotW and RtR will are expansions in the mold of Gods & Kings/Brave New World and Rise & Fall/Gathering Storm?
I was on the fence about pre-ordering, but I have made my peace with it (I think) so now it's a question of whether these packs have new systems and gameplay or just civs/leaders/cosmetics.

There is an "and more" in the descriptions, but only civs, wonders, leaders, and cosmetics are explicitly advertised as present. I wouldn't expect any new gameplay systems, or at least wouldn't purchase them on the sole basis of expecting them.
Interestingly enough, the 4 wonders/4 natural wonders are still listed as separate items in that infographic...So we can surmise the DLCs will include additional narrative events, but I am not sure what to make of the wonders duplications there.
And we are also back to RtR and CotW both adding "4 New Wonders" instead of one having "4 New Natural Wonders". So, I'm skeptical whether the information shown is accurate anyway.
I've received the base game as a gift for Christmas, I think I've read that the upgrades will be available to purchase "at release", but does that mean the 11th of February only, without possibility to upgrade before to gain early access ?

They are shooting themselves in the foot with those prices and formulas : no one will want base game because YouTube, and founders edition is wayyy too expensive. (compared to other relatively recent games) Only whales and influencers will be interested, but that's not remotely expensive enough to be profitable.
