What is the bitrate? Because I think I remember that there were some problems if the quality is another one.

Okay, i plugged the file into a test mod, as replacement for mysticism, and it works.
So it's not the mp3, and not the XMLs.
Did you recheck, that the paths are really all correct? Did you maybe only name your sounds folder "sound" instead? Or something similar maybe?
Do you get any error messages ingame?

No, it's definitely Sounds and Tech. No error messages pop up; I just get silence.

I also tried changing the AudioDefines data for an existing SoundID, and even though the path was changed, I still heard Leonard Nimoy.
