Civ 5 Arda mod (LOTR)

I'd keep away from a building requirement system, because the AI is going to be really bad at managing such a system, and because it means that losing a city even temporarily is a massive loss, because your buildings get destroyed.
You mean there is no XML function that determines the probablity of buildings getting destroyed like there was in Civ4?
 
There is, so you could prevent buildings from being destroyed, but then that gets bizarre, because when Mordor conquers a Rohan city they now have stables buildings that probably doesn't make sense for them.

Anyway, I don't think that Civ really works without a tech tree. The economy becomes much less interesting.

Not as weird as when Morgoth captures Minas Tirith and ends up with their unique 'Beacons of Gondor' building
 
This is awesome! Very cool idea. I just might learn modding so I can assist haha. Have you started anything else besides Rohan?
I also agree, if you're making a LOTR mod it should be Total Conversion. The regular civs and LOTR civs don't mix very well
 
Look at the link in my sig. Gondor and Isengard have been added (fixed version posted by putmalk at the end of the thread). Also, it will eventually be total conversion (no point making total conversion until there are enough civs) but soon there will be enough civs to play a normal sized map with just LOTR civs.
