civ 5 looses internet then wont load saved

After about 4 hours of online play (around 178 turns) the game looses internet connection. my steam friends list, chat and voice also go offline. Then when i try to join my friends game after i reset everything it instantly does the same thing right after the lobby screen. steam voice and friends list crash and the game loose internet connection. This happens in dx9, 10 and 11. with any graphics setting, i don't have hamichie installed, my steam cloud is off. I have also posted on the steam forums with no luck yet. any help would be really appreciated since this has totally ruined the game for me seeing how my friends and i have wasted over 10 hours trying to play online and we cant finish a game since i crash.

win 7
i5 running at 4.9
8 gigs of ram
radeon 7970

all drivers are updated and current
all windows updates are installed and current

Im also having the same issue on a VPN server with steam in offline mode, so i dont think it has anything to do with steam
