Civ 5 will not install from disc

I am currently trying to reinstall Civ 5 after uninstalling it in an attempt to fix a problem. However, now the game will not install, even though it's from the disc, NOT a Steam download.

The error message is: "The Steam servers are currently too busy to handle your request. Please try again in a few minutes."

I have tried this several times over the course of the past few hours, yet the same message appears.

I am installing from the disc, so why is this message appearing?

Is there any way I can get around this problem?

I've been playing this game since the release day, but this is the first time I've seen this problem.

The game is trying to download the files, although you're trying to install from disk, that's the problem.

To go around that and really install from disk, please take a look here (but Civ5 will be updated via Steam, so that will still take time due to busy servers).

I have tried the procedure on that link, but the same problem is still occurring.

Just so you know, I am not using the install button on Steam. I am going through the disc to install (if this is of any relevance).
