Is there a program that allows you to create and edit civilisations without any knowledge of coding etc? Thanks.

Just Notepad, sorry.

Mostly copy&paste anyway - you take a existing one, change what you want...

Examples (readu mods by others, there are a lot of civs out there) help a lot too.

Notepad++ is a great program, basically improving upon the regular notepad in most ways. The best part is that its free.
