Civ IV Grpahics laggy

Old laptop died. Bought a new laptop with Windows 10. I installed Civ IV Complete and all the patches. When I try to play, the graphics are REALLY SLOW. The screen moves in steps, it can take 15-20 seconds to move from one part of the map to another. The game is essentially unplayable.

Since I know will will ask. The graphics card is an Intel(R) HD Graphics 5500. I have 8 GB of RAM. 2GB of video RAM. Processor is 2.2gHz.

What's the screen resolution? Also, which version of civ4 is it (Original disc, steam, some other download?).

If it has a high-dpi screen (like 4k) this could maybe explain it. Another thing i could think of if the vendor didn't do a clean Os-install, but installed a lot of crap/adware with it.

I'd try out some games which are known to work fine on such low-spec machines (eg. TF2), and see if they run. That way you know if its a problem with c4 specifically, or if that thing you bought is a piece of crap generally.

Screen Rez is 1600x900

Version is Civ IV complete (fully patched)

Staples did the install for Windows 10 and related software. I am almost positive it is a Windows 10 issue

My last laptop was Windows 7 with 4 GB RAM and 1 GB vRAM and it worked great! Upgrade laptop and now it is unplayable!!!!!!!!!!!
