Palace: Better Domus Aurea. It was the Palace built by Augustus to hold the Imperial Family residence, the Chancelorship (head of administration) and August's offices, used after him by the next emperors.
Forbidden Palace: though it's too in Rome, I'll suggest the Geneva Palace. It was used as Palace of Government several times (most famous, during Mussolini's ruling).

National Epic: Episodios de Historia Nacional (Cantar de Mio Cid was not a moral example for the nation, there was no concept of Spain as nation, when was created, in fact; Episodios... it's the first compilation of Spanish History, excerpts the most important facts Spanish done in history - it's a National Epic literally! The author, if you're asking, is Benito Pérez Galdós).
Scotland Yard: Falange Española (Spanish Inquisition appears too early, and when Scotland Yard it's buildable, Spanish Inquisition was already dismissed; Falange Española operated on that period, much as the German Nazi SS, as a Politic Police and as a Secret Service).
