CIV V - Mod Civ Won't Appear in List

Starting this off by asking you to be patient with me: I'm very new to modding

I was working on my first Civ. I was following the mod guide, and when I finished with the Civ's leader and tested it when they dissapeared from the list. It works perfectly when the leader is swapped out for a generic one, but I can't find anything wrong with their file. Everything I have is attached. Civ's current leader is set to LEADER_ELIZABETH, LEADER_PUCK is what I want to get working.

Side question -- is swapping Leader icons any different from regular ones? Mod guide mostly glossed over it.

Civ doesn't load civilizations into the game unless they have two uniques defined and associated with the civilization (via the Civilization_UnitClassOverrides and Civilization_BuildingClassesOverrides tables).
