[R&F] Civ who requested military emergency doesn't join it

Dutch was attacked by India, Cree and Greek and India captured Amsterdam. Military emergency against India triggered, 6 civs were invited.
Next turn, Cree and Greek refused to join, that makes sense because they are both at war with Dutch. However Dutch herself did not join the emergency?
The open border deal was cheap because I wasn't an aggressive warmonger but Dutch asked me why I move troop on her border???

The thing is a Civ doesn't "request an emergency" the game decides if an emergency will be triggered and then each Civ decides whether to participate or not.

I think it may be technically possible for a civ that owned the city that triggered the emergency to not even be invited to join, if the city taken was their last one on the continent where the emergency happened. But, even so, they indeed can opt to decline joining an emergency triggered by their own city, if they are asked.

I play aggressive so military emergeny are often triggered against me and yes the injured party whom the emergency is about frequently declines
