Civ2 : need help to build embassy

I built embassies at the beginning of the game (after learning writing) because the game proposed it to me.

Now, I have just discovered another civilization. I do not know how to build an embassy in their capital city.
The Civilopedia says that I have to dubble-click on the capital city but nothing happen.

Er, I belive this is a Civ3 question. In CIv2 Embasies are built by sending diplomats/spies to an enemy city.
In Civ3, there should be a little star Icon next to the name of your capital City. Double click on that and you'll bring up the window for building embasies.

No need to move it, I just answered you. Click the little star Icon nect to the name/size of your capital city and it pops out the menu.
