civ2 ucc variations

hi,

we are playing civ2 ucc at the moment with 4 guys. we've played some games until today and every game ended in mass diplomats who bought all they could get, combined with max tax rate with the effect that the games ended with something like gunpowder/invention as the best technology :(

does anyone have an idea how to make it more interesting?
maybe deactivate the buy/corrupt ability of diplomats/spies?

someone got some units pack? is the an official civ2 ucc patch?
 
You could make a scenario and eliminate the dip and spy units, but that wouldn't let you establish embasies, or do anything else.
