A while ago came up with the idea of making a scenario with extra governments for the vanilla version. Here it is...
What is the difference with the basic game? Two extra governments of course. I also made some changes with the unit-stats. You will find some of these changes below in a copy/paste version of the README-file.

CIV3+GOVS (for vanilla v1.29f)

READ ME:

Before you start playing this scenario, keep in mind that this is a first version and that I have not yet have the time to test everything. This also the first scenario I ever made, so there will probably be things that need improvement. I have been playing some mods and scenarios made by other designers and I have "borrowed" some of the better ideas.
Since I dont know much about designing scenarios or modding, you will have to open and install a couple of files. More about that later (INSTALLING THE FILES).


ABOUT CIV3+GOVS:

The main idea behind this scenario was to include the government-types you could also find with Civ3 Conquests. After a while I started to work out some other ideas i liked about C3C as well. I've also played the "Double Your Pleasure"-Mod, which gave me a couple of ideas.
Not much has changed though, a couple of things have been added and you will still be starting with a settler and a worker. For a list of changes view below (MAJOR CHANGES) or open the excell-file (civ3+govs) included in the zipped folder.


INSTALLING THE FILES:

There are a number of steps that you must follow to install this scenario for optimal gameplay.

#1: The scenario (civ3+govs.bic) must be unzipped in the right folder. Usually this folder is C:\Program Files\Civilization III\Infogrames Interactive\Scenarios. If you have installed this, you will be able to run the scenario but there will be a couple of errors in the civilopedia.

#2: If you want the Civilopedia to work properly when you are playing the scenario, look for "civilopedia.txt". You will find this in C:\Program Files\Civilization III\Infogrames Interactive\Scenarios, if you have unzipped the scenario in step one (or in any other folder you have unzipped it).
Replace the existing Civilopedia.txt file you find under C:\Program Files\Civilization III\Infogrames Interactive\Text. It's always best to keep a copy of the original, so copy/paste the civilopedia you find the Text-folder in another folder (My Documents will do for a backup of this file).

#3: If you did not bother or forgot to make a copy of this file, I made this back-up for you. You will find this in the scenario-folder (original civilopedia.txt), so if you get tired of playing this scenario, copy/paste civil.txt to C:\...\Text and rename it to Civilopedia.txt.

#4: Worst case scenario: you didn't bother to make any backups, and deleted this scenario before replacing the "original civilopedia.txt"-file? Reinstall the whole game:) Hope it doesn't have to come to this.




MAJOR CHANGES: (view "civ3+govs" excell-file for more information)


*Two new governments added: Feudalism (Feudalism) and Fascism (Nationalism)

*all of the ancient and medieval ground units can be upgraded to rifleman.
*all of the ancient and medieval "fast" units can be upgraded to mechanized infantry.
*all archer-type units will fire a defensive volley before being attacked (bombard) and recieve a Zone of Control. These units include the Bowman, War Chariot and Mounted Warrior.
*all gunpowder units recieve a bombard status. They can either bombard, attack and/or fortify (exception blitz-units), most of them revieve a Zone of Control.

*England's new Unique unit is the Longbowman ( 4(6).3.1, it costs 50 shields and is available with invention.)
*Man o War is available to all.
*Frigate is available to England.
*Privateer revieves a light bombard status.

Indian War Elephants recieve an extra HP (regular = veteran, veteran = elite, elite = superelite)

*Helicopters can carry 3 units
*Submarines upgrade to Nuclear submarines

*...

ALL OF THE CHANGES CAN BE FOUND IN THE EXCELL SPREADSHEET OR THE CIVILOPEDIA

note: This is not a mod, but a scenario. If you don't like the map, open Civ3Edit > "file" > "open..." ('civ3+govs', which can usually be found in the folder C:\program files\infogrames interactive\civilization III\scenarios) > "map" > "generate map".
