How do I make my military units stornger without fighting?

Build a barracks. Units built in a city with a barrack are veterens with 4 HP.

Units already built can't improve W/O combat.

If you are only concerned about not starting a war, have them fight barbarians. Low chances of loss, good chances of promotion.

You could build a barracks, then have the veteren units that come out of the barracks to fight barbarians or weak civs to get an elite soldier.
