CIV3c Fair Play rules

My friend and I are new to Civ3 and want to start with the latest Civ3c game.

We are looking for a comprehensive set of rules that will disallow all known exploits and cheesey behavior.

We found the Realms Beyond rules. But we are not sure if they take into account the changes from Conquests (some of the exploits they ban might have been plugged by Conquests already).

Can anyone link me to a nice set on rules for totally fair play?
 
We don't mind stiff rules. And we don't have enough experience to really create our own.

The main question I have about the Realms Beyond rules is: do they take into account Conquests and the latest patches or are they written prior to that?
 
It was a long time ago, but I am pretty sure they did not start until Conquest. I do not recall any SG's in vanilla or PTW. There were games that were organized similarly, but not many rules to them.
 
Thanks. So all the different rules generally take into account Conquest 1.22 fixes. That makes it much easier to decide.

I don't see many references to the Great Library Elevator exploit. Is that generally considered fair? Was it fixed by Conquest? Also, could anyone summarize exactly how it works and why it is an exploit? What intended limits does it bypass?

Everyone has their own standard - such as I will not use ROP rape. That is a personal handicap that I put in place so that I can enjoy the game.

I believe you are referring to using the GLB to slingshot ahead in tech. Normally the GLB expires at education. However, if you are really lagging behind in techs you can capture the GLB and it will give you a cascade of techs far beyond just education. Some may see this and exploit - if it should have expired at education you should not be able to learn any tech that requires education as a prerequisite.

You can partially see this effect in a SG I am currently playing (RSG3) which is an Always War game. We were isolated in the beginning and when we finally made contact the GLB gave us a flood of techs.

Your best bet would to use the various rulesets already mentioned and come up with your own. The Hall of Fame rules would be good place to start.

Playing Civ Helps
I would suggest that you and your friend read through the War Academy articles and study a few of the Succession Games (or even start one on your own). At the lower difficulties you can do almost anything (build every building and build every wonder and have only 2 workers) and win. But that won't work nearly as well at the midlevel difficulties.
