I may have been wrong about the number of fp's. But the Japanese city I am refering (at least in my game) had 2 gem hills, 1 dye, a 4 food callender resource, 2-3 riveside plains and the rest were grass land. Also another grassland gem.
That city is not ideal I think, because of only having the 4 food resource. Depending on how early you capture it, you can :
- cottage it, but with only the 4 food, growth will be very slow. I doubt it could be captured early enough
- farm it and get the culture from artists (6 cpt with Sistine). This is the better strategy if you capture the to-be-legendary city relatively late in the game.
For this second strategy that Japanese city is probably a little less suited than the Japanese capital. The gems give some culture but then so do the calendar luxuries around that capital. And the capital has more food and will grow quicker and allow more artists.
BUT I think you correctly pointed out the potential of the floodplain sites on both sides of our own capital. You can get them up and running early on, so fewer tricks will have to be performed to get them on a par with our capital.
