It was good to see C3C add the long overdue government forms of Fascism and Feudalism to the main game. However, Civ4 could and should go even further in the governments and editor departments. When I try to edit the main game in Civ3, I can only do so much, mainly because there are limited main-game slots for government, improvement, wonder types.
I'm no computer whiz, so I can't create my own mod-pack, but perhaps it would be a good idea for Civ4 to provide a few extra spaces for unused technologies, governments, city improvements etc, so it would be much easier to mold the main game as you please. You could also create new levels of corruption. Once you use these extra spaces, you can elect to include them in the main game.
For instance, perhaps Civ4 could come with 9 or 10 government spaces in the main-game editor- seven would be pre-set to be active in the main game (Monarchy, Despotism, Feudalism, Republic, Communism, Fascism, Democracy) while the rest would be inactive by default, and given such names as "Theocracy" and "Corporate Republic". You could activate or de-activate any government form in the main game as you saw fit.
Basically, the Civ4 editor should be much more flexible and user friendly for the novice computer user. What do you think?
