civ4 will not run after patch and driver updates

I have a problem with civ4 and my Ati Radeon vidoe card. I have updated to DX 9.0c , I have the latest video drivers from ati and have applied the 1.09 patch . After all this I recieve an initialize renderer failed. Check DX installation latest drivers and graphic settings. A bunch of parameters and then the message Error creartion failed could not initialize DX 9. View attachment DxDiag.txt The dx diag should have been posted as an attachment. Any help would be greatly appreciated. I have also tried the artpak patch but not on this particular trial
