Civ5 wont let me change graphic configuration

Civ5 automaticly runs with low graphic and it wont let me change graphic configuration, not even change to ful lscreen mode.

Hardware specifications:
AMD fx6100 3.3ghz 6 cores
1tb HD
8gb RAM
ATI Radeon HD 5450

This is how it looks like, its all just blank.
