I think this merits a topic on its own. What civics there should be and how should they be organized. My take would be the 5x5 grid. 5 groups with 5 civics each.

First would be the Goverment, which would be quite similar to vanilla game but with possibly different names for the civics. The civics could be, for example:
Despotism or Clans (the default)
Hereditary Rule (there is enough princesses in SW universe to justify this)
Democracy or Republic (as with the Republic)
Autocracy/Police State (the Empire)

5th could be a different brand of democracy: Alliance or Confederacy or it could be something more exotic, like Corporate State.

Then there's the Economy group. I haven't given much thought for this yet so I skip it for now. I just say that in SW-universe the smugglers and crime syndicates play a relatively large role, so Cooperation with Fringe could be a civic in the group. Current version has "Decentrilization, Black Market Smugglers, Trade Guilds, Independent Buisnesses, Free Market" as economy civics, I believe.

The Species group would handle the treatment of other alien species. This ties in with the species spreading like religions idea. An "alien" species would be any species that is not the dominant one (would work a lot llike state religion.) Civic ideas are:
No Policy (default, multiple species in a city cause some unhappiness)
Slavery (get more hammers but much unhappines off each alien species in city)
Chauvinism (more taxes, but unhappiness off the aliens)
Equality (No dominant species, multiple species in city give culture bonus)
Droid Labor (More hammers, but expensive. Otherwise like No Policy)

Next there's Military group. Because it's Star Wars, this group makes some sense. Another group that I haven't thought that much, but I fire off a couple of ideas based on Civmansam's arrangement:
Warrior Tradition: Like Mandalorians, the society is built around warfare. Just about everyone receives some training. The effect of this could be the ability to train either experienced units or get then cheaper, or it could work like Nationhood.
Mass Produced Army: Clone or droid army. Production bonuses and maintenance cost reduction for certain clone and droid units, or possibly building those units would require this civic.

Lastly there's the Force group, which handles the manner of organization of the force sensitives in a given civ. Main effect would be the kind of special units you can build, but there might be other effects too. Civics:
Shamanism/Magic/Mysticism (The Force is not really understood or utilized. Could be default. If not, then default would be called Indifference or Non-Belief.)
Persecution (Was "Shunning" this is a better name. Force users are actively hunted down and neutralized. Special unit Bounty Hunter.)
Jedi Order (The Jedi act as guardians for the civ. Special unit Jedi Knight.)
Sith Order (The Sith run the civ either publicly or behind the scenes. Special unit Sith Warrior.)

5th civic could be a different brand of Jedi. Living Force/Unifying force split or early Jedi vs Late Jedi. It could also be some more neutral EU order of Force users, the Fallanassi for example with good stealth unit.
 
If you get permission from a leader, I will start scripting this for you.
 
This one needs discussion before anything is done, I'd say. A lot.
 
For the Force, instead of "Shunning" it should be called "Heretical" or something. I like the "Shamanism" but it shouldn't be default. Have Indifference, or something as default, and put Shamanism as second to be researched. Shamanism would allow more than plain indifference would. Just a suggestion.
 
I think something like "Persecution" or "Purges" would be a good name for the anti-Force user civic. The idea behind the "Shamanism" civic is that there may or may not be Force users, but they are not organized in any meaningful way. The Force users are primitive shamans and magicians and mostly self-learned. "Indifference" is a better name IMO.
 
I think they should be seperate. Shamanism implies that, although they haven't organized it, there are still priests, mystics, and such stuff. If Indifference is default, then Shamanism could be a second one researched. It would allow a few extra things, and help much more than plain indifference.

I agree, "Persecution" would be better for the anti-Force user civic. The only problem is that although it would be "anti-Force" it implies actively seeking out, and killing Force-sensitives. What if the society isolates the Force-users from the society, but uses them anyway? Persecution wouldn't work for that. But if it is too many civics, it really doesn't matter that much.

For the "Military Tradition" civic, it should be experience, rather than less cost. It doesn't mean that there are more people, just that they are all ready for the military. Think Sparta in the real world. Maybe even increased cost, too.

Is it possible to get negative experience? If so, that should ballance out the Mass Production bonus.
 
Maybe, if every other military civic gives at least 1 experience, then the Mass Production doesn't give experience. That would work the same as negative experience, wouldn't it?
 
Well, if Shamanism will be a non-default force civ, the unit would clearly be Force Adept. That's a class from the d20 SW RPG and sounds generic enough to cover all sorts of traditions from sorcerers of Tund to witches of Dathomir, I think. Picture
 
"Mysticism" might be a good neutral name for it.
 
Like I said earlier, I think that "indifference" would be better than "shamanism." At the very least, have shamanism as a secondary civic, with indifference as the default one.
