I think this merits a topic on its own. What civics there should be and how should they be organized. My take would be the 5x5 grid. 5 groups with 5 civics each.
First would be the Goverment, which would be quite similar to vanilla game but with possibly different names for the civics. The civics could be, for example:
Despotism or Clans (the default)
Hereditary Rule (there is enough princesses in SW universe to justify this)
Democracy or Republic (as with the Republic)
Autocracy/Police State (the Empire)
5th could be a different brand of democracy: Alliance or Confederacy or it could be something more exotic, like Corporate State.
Then there's the Economy group. I haven't given much thought for this yet so I skip it for now. I just say that in SW-universe the smugglers and crime syndicates play a relatively large role, so Cooperation with Fringe could be a civic in the group. Current version has "Decentrilization, Black Market Smugglers, Trade Guilds, Independent Buisnesses, Free Market" as economy civics, I believe.
The Species group would handle the treatment of other alien species. This ties in with the species spreading like religions idea. An "alien" species would be any species that is not the dominant one (would work a lot llike state religion.) Civic ideas are:
No Policy (default, multiple species in a city cause some unhappiness)
Slavery (get more hammers but much unhappines off each alien species in city)
Chauvinism (more taxes, but unhappiness off the aliens)
Equality (No dominant species, multiple species in city give culture bonus)
Droid Labor (More hammers, but expensive. Otherwise like No Policy)
Next there's Military group. Because it's Star Wars, this group makes some sense. Another group that I haven't thought that much, but I fire off a couple of ideas based on Civmansam's arrangement:
Warrior Tradition: Like Mandalorians, the society is built around warfare. Just about everyone receives some training. The effect of this could be the ability to train either experienced units or get then cheaper, or it could work like Nationhood.
Mass Produced Army: Clone or droid army. Production bonuses and maintenance cost reduction for certain clone and droid units, or possibly building those units would require this civic.
Lastly there's the Force group, which handles the manner of organization of the force sensitives in a given civ. Main effect would be the kind of special units you can build, but there might be other effects too. Civics:
Shamanism/Magic/Mysticism (The Force is not really understood or utilized. Could be default. If not, then default would be called Indifference or Non-Belief.)
Persecution (Was "Shunning" this is a better name. Force users are actively hunted down and neutralized. Special unit Bounty Hunter.)
Jedi Order (The Jedi act as guardians for the civ. Special unit Jedi Knight.)
Sith Order (The Sith run the civ either publicly or behind the scenes. Special unit Sith Warrior.)
