Hello i am very new to civ 3 only had it a couple days great game but when i go into civil disorder sometimes i just put aspearman int he city and it gets fixed. After that it does not matter how many spearman i put int he city i am always in civil disorder how cna i get out of it? thanks.

The number of units you can use to 'quell citizens via unit' (Military Police is the name) varies depending on government.
Despotism - 2
Monarchy, Feudalism - 3
Communism, Facism - 4
Democracy, Anarchy, Republic - 0
Once you pass that number of units, it won't make another unhappy citizen content.
100% Way Too Crowded means you have unhappiness because of the population number. Each level you get a certain number of 'free content citizens'. After that, they'll be unhappy and complain of crowding.
Chieftan - 4 free content citizens
Warlord - 3
Regent, Monarch - 2
Emperor and above - 1

You can combat Civil Disorder by:
- Obtaining Luxuries (and using a Marketplace to increase the number of happy faces when you have 3 or more)
- Build a Happiness Improvement (Temple, Cathedral, Colosseum)
- Use the Luxury Slider (on the F1 Screen, by the Science Slider). It'll make a percentage of your gold income go towards making people happy
- Using MPs, like you've been doing.

If you're in Despotism two military units per city can be used to change citizens from unhappy to content. A third unit won't make any more difference.
IOW if you have too many unhappy citizen for yourr form of government, MP's is not enough. Say you have three and get two to go content with MP's. You still have one left. Now you must use another technique. Lux slider, happy structure or a specialist are the most common things to use. I did not mention hooking a lux as I presume you already have hooked up the ones you have or traded for all you could.
