Civil Engineers??!?

Okay, clearly I'm missing something here. Why is it that SOMETIMES my civil engineers will produce shields, and other times they won't????

You can only use them with building improvements, i believe. The civilopedia will tell you exactly what you can and can't use them on.

They work for city improvements or wonders. The civlopedia entry is "specialists".

Or, you can say that they don't work when producing units!

They also don't work when starving a city. The pop will drop, the govenor will redistribute the workers, and then the shields are counted.
