What if there was civil war? They break away and become a 'goody hut' thingy or something like that, except it can make untis and defend itself. For example:
1) Cities near your capital have a good amount of culture, but border towns don't.
2) You draft many citizens of some towns (like border towns) but don't draft citizens from major cities.
3) (For Communism and Despotism) You work your citizens in some towns but in major towns you don't (or not as much).
Any more ideas/comments?
