Civil War

Pretty much every country has experienced it at sometime, so I think it should play a part in civ 4. When a large proportion your cities have disorder for a sustained period of time, you could lose control of these cities which would join together to try to overthrow you. Peace would not be an option as both sides are desperate to gain control, so the war would continue until one side is defeated or the rebellious cities surrender.
