As an adjunct to civil wars, where you lose whole cities (or provinces ;)!), I think revolts/rebellions would be another good feature. In this, a specific 'sector' of your society basically goes against you-nation-wide. In the case of the working class, this would be the equivalent of a labour-strike, where you lose a certain percentage of your production in every city. A rebellion within your military would be the equivalent of an attempted coup detat, where a certain # of units rebel against you-and behave like barbarians! Basically, a rebellion will stem from a specific gripe of that sector of society, and will usually relate to things as your government, corruption/crime levels, culture and access to luxuries and the like. If you fail to deal with these issues, then cities where this sector is especially powerful could break away and form their own nation-but in a manner different from a civil war.

Those are some interesting ideas, Aussie_Lurker. The biggest problem I see with one of them is that you are the one who performs the Coup d'etat when you change governments, so that really wouldn't seem to make a lot of sense (in Civ game terms, that is). Also, since Civilization I, II, and III (and presumably IV) are about the whole civilization, would military rebellion make any sense at all other than in a complete civil war?

Sure, I think this is a great idea and would be easy. I think it would be a better experience than civil unrest, where production stops. Instead, when enough unhappy people exist, renegade units would start to appear. And you'll need to have a good military.
 
I've said it before and I might say it again. I really hope the Civ4 game produced is DRAMATICALLY different from the Civ4 game being drawn up in this subforum. This vote just reinforces that belief.

Consider this, though, Rcoutme. Your military revolts, and several of your units go rogue. They move on your capital and threaten to attack if you don't change the government to one of their choosing (perhaps fascist or dictatorship) If you refuse, then they will attack your capital and, if they succeed, you civ will go into anarchy, you will run the risk of a civil war, and the government will revert to something new after a set number of turns-most likely based on your civ character and preferred/shunned governments!
