[GS] Civilian unit in conquered city.

Before GS if I conquered a city that had either a settler or an worker in it I would get said unit. Now it just disappeares. This happened to me with free and enemy cities. Is it a bug or just something added to prevent buggy generals that used to get stuck in liberated CSs ? I can still capture roaming civilian units with or without an escort.

I have mostly played Vanilla but I recall if a Builder was in a city that I captured, sometimes I would get the Builder and sometimes it would be destroyed. It seemed random to me so I assumed there was a roughly 50-50 chance of capture versus destruction.
