Civilization IV Country/Leader Tier List?

I personally think that this is a good idea. But then I also took out a loan I didn't even need, to pay a debt that I thought I had (but didn't). So clearly I'm not very good at judging ideas.

Anyhow, a Tier List would be a nice addition to any Civilization IV community. We need three kinds, of course; one for multiplayer, one for Deity singleplayer, and one for Noble singleplayer (since gameplay varies so much between the three, at least, in my experience).

Well? Thoughts on a tier list?

But first I must nominate Julius Caesar for #1 position in multiplayer and singleplayer Noble. I can't nominate for singleplayer Deity, because frankly, I've only managed to beat Deity with two different Civs.
 
i'm barely emperor but i'm pretty sure huayna capac, mansa musa, elizabeth, darius, are all considered "top tier" by most people.

tokugawa is probably the hardest to play; not that he's necessarily terrible, but lacking an economic advantage from either attribute means (to me at least) that you're more limited to aggressive play, something not all maps (in my experience, most) support. yeah he's better than others when you get sandwiched by zara yaqob and joao right after you found your third city; but i usually find myself trying to expand as much as possible and save warfare unless the map really calls for it.

edit: figured i should clarify that i do not mean that only the leaders i listed are the "best" or "top tier"

if i had to say which leaders were most flexible and most viable on the majority of maps, i would say there are several others and that no leader is downright awful. but i do think it's really boring to get someone similar to brennus or suryavarmon since their UBs and UUs are usually pretty craptastic (obviously surry's UB is NOT bad).
 
Most flexible leaders IMHO are Mehmed (lots of cheap buildings and a solid UU/UB) and Cathy (good all round).
