Civilization Size Question

Can someone please tell me what is considered a small scale civ vs a large scale. This is mostly refers to which policy i should choose Tradition vs Liberty. Thanks. :crazyeye:
 
Don't think of those in that way. Think more of, "Do I want to rapidly expand my empire" (Liberty) or "Do I want to rapidly grow my cities" (Tradition). Tradition will help your cities grow larger, Liberty will help you found more cities.
 
There is no reason to not use both, the 1st culture I always grab tradition, no matter what I plan, hard to say no to +3 culture. Now to answer your question, Small to me ie Tall empires are 1-6 cities. Wide are over 6, after 6 the culture cost is crazy to me. Again try your own test, I will rarley do more then 4 cities now, 3 asap, and I will settle 4th if no iron and some is close, if no iron i stay at 3.
 
thank you for the reply... now to expand on your answer a bit Randal. Do you tend to try to complete the policy tree for the Tree Bonus or more just picking the ones that makes sense at the time, if not planning for cultural Victory.
