They can atleast counqer other civs and take more than one city. And can send many units on the other side of a map for example. Use flights and boats. Have bad experience with civ 6 so yea i think its bad
I've seen civs conquer other civs in this game, usually in the early game. And I've seen them conquer many, many cities.
Just because the AI chooses not to take a city, doesn't mean they can't. There is something in the code telling them not to take the cities. Whether it's a war weariness problem, amenity problem, or grievance problem. It is true the AI will never win a domination victory. Because the code is telling them not to conquer that many cities. I believe this to be intentional, not bad AI programming.
