[R&F] Civilizations not showing in World Builder

Has anyone else run into an issue where certain civs don't show up for placement in the World Builder? I'm currently having this issue with Macedon and Indonesia. They aren't available at all in the drop down menu. I have R&F enabled for the World Builder and all the new civs show up fine, but not those.

Any idea what could be causing this issue? Or what could fix it?
