CivilizationVI.exe can't start because "api-ms-win-crt-runtime-l1-1-0.dll is missing"

I reformatted my computers hard drive and reinstalled Civ VI due to my computer running at a snails pace. However Civ VI was on my primary hard drive so that got deleted.

I reinstalled Civ VI though and it won't launch. Attempting to launch it directly from Steam only gets me a "Preparing to launch Sid Miere's Civilization VI" message which disappears and nothing happens. However trying to launch CivilizationVI.exe directly gives me the error in the topic title.

I am advised by my computer to reinstalled Civilization VI to fix the error of missing the "api-ms-win-crt-runtime-l1-1-0.dll", which I have done. However the issue is still unresolved.
 
Many people had that problem when the game was released, including myself. I updated my windows 7 and fixed it. It appears that the game needs the Service Pack 1 to run.
