I keep getting this message even though I clearly have a steam account:

Steam does not have an account listed with this ID.

Anyone heard of this issue before?

I would be glad to help you, but why are you posting at CFC for help with CivPlayers when CP has a forum? It's a good thing I check here often You can email me at canucksoldier9999[at]rogers[dot]com as well. It could be that your steam profile is private, it has to be public for steam to verify it for us.

Also it is the 64bit ID that the Steam API requires us to use, we have a FAQ on how to find your Steam ID here.
