When using CivUP 2.0.50 without GEM to play Civ-5 G&K, I've noticed what seems to be an anomaly with the research points display in the upper left corner of the screen.

The display does not seem to be showing the correct total number of research points being earned per turn. For example, I had completed some social policies that promised to deliver extra research points. Part of the upper-left display would show how many regular research points were being earned, plus would separately show how many additional research points were being earned because of social policies. However, the top-most display line showing the total research points per turn was incorrect, as it did NOT include the social policy generated research points.

Hopefully, this is just a display bug. Otherwise, it means I'm not getting the full amount of earned research per turn.

In my actual game (2.051; 1.91) "sovereignity" (+20% science when happy) did not work as it should.

It is displayed in the toolbar, but not calculated to the total ammount of science per turn. (Not in the displayed total and I am sure I did not get it.)
The bonus is displayed even when the empire is unhappy.

@Thal: By the way why did you make this SP even stronger? I think it was the most powerful and versatile SP even before.
Remember the +X% are from the total science of a civilization not the base-number of a city, like sciencebuildings.

Thank you; I am investigating that now. I compare the policy to the matching one in Commerce:

Commerce: 3rd era, 1st policy tier, +15%:c5gold: all the time
Sovereignty: 4th era, 2nd policy tier, +20%:c5science: when happy

It is slightly stronger than the Gold version, but requires a higher tech, more policies, and positive happiness.

Correct me if I am wrong, but I think the science-SP does not work the same way as the gold-SP.

Gold is a bonus to base-goldincome in a city.
Example: +2 from buildings, +5 from terrain, + 3 from specialist= 10 gpt
Now the +15% for the SP are added and all building modifiers and so on. With a market and the SP it would be 13,5.

The science-bonus is an extra 20% added to the total, not the base.
Example: Again 10 scienece from pop, buildings, terrain and specialist. Then + 50 % for Library and Uni. Would be 15.
And now sovereignity adds 20 % to that 15 total science!! and not 20% of the base-scienceincome. (In the example it would be 30% of the base income.)

So this is way more powerful than all the others modifiers, which normally work with the baseincome. Hope I made it clear.;)

The commerce opener also seems to work off of total, which makes it incredibly powerful, because +15% gross is astoundingly good compared to +15% net.

Sovereignty should work in Civup v2.1.

@Bernd-das-Brot
The unmodded vanilla commerce opener adds to city income as you describe. However, in GEM commerce increases total national gross income as Fusilliban explained. If we earn 400:c5gold: income with 375:c5gold: expenses, the Commerce opener increases our gold profit per turn from 25 to 85, an increase of +240%.

The commerce tooltip is outdated. I fixed the tooltip for Gem v1.10.1. Sorry for the confusion!

Thanks again for all your efforts!

I wasn't aware of the commerce opener increasing national gross like sovereignity does for science. Makes them both very strong (perhaps too strong?).

At least sovereignity is always a must-have for me (even with 15%). But I often play very science-focused getting universities and acoustics (for being able to buy knowledge-SP) as fast as possible so this may not feel so overpowered for everybody.
