[CIVUP 2.27/GEM 1.63] Freezes or Missing Items at Opening

With the new version, one of two things will happen.

As I get to the game loading screen, the game will crash outright.

Sometimes I've been able to get the game to load, but at that point all of the terrain icons have disappeared and I cannot select a tech.

Either way as is its currently unusable.
