can you have mele unit with cliff scaling ability bring a settler with it when trying to make land from ocean? access to part of a peninsula is blocked by Kandy and sea tiles are cliffs from South to North on west- imagine Iberian Peninsula. with Pyrenees filling the center

Probably not. I know that when you are escorting a settler with a naval unit, the escort is automatically broken when the settle enters a land title.

thanks. i ended up declaring war on city state so could get by. then just shipped next settlers via sea
