Does anyone else agree this is OP? Especially when India takes it. Had a game where he was 15 techs ahead of everyone, and had the most culture (he didn't even have a source of culture, he went Progress). And just had to abandon a game just then because Brazil took it, 10-12 techs ahead of everyone and the victory was surely going to him.

The beliefs which reward citizen growth are really strong for the AI on high difficulties, just because their bonus growth is so high.

I don't think it's OP. It's got it's weaknesses as well.

I mean it's India. India gets +growth bonuses and its UB provides +growth bonus. I think it's a wise choice especially on higher difficulties.
