Coal problems

I can't find coal on this map. There appears to be 1 (ONE) source of it -- and there should be more! I am using a rules mod, but i checked it and the appearance ratio is correct and identical to saltpeter, oil, etc. -- it hasn't been changed.

Its a large map (i think, might be regular) with americans (me) persia, aztecs, french, india and germany.

Am i totally missing other sources of coal? i can only find the one in German territory...

WTH? ok ONE source of coal appeared, but when i reloaded the game, the correct number showed up!?!?

some strange bug? i dont know, but it 'fixed' itself.

it is a strange bug. Sometimes, I can see several coal, but can`t rtrade them, or I can buy coal from a civ that shows none on the map....

If I reload, things get better. This is very annoying, since now I have to remember to save and reload when I discover Steam Power, and again on the next turn since only then will all coal show up.
