What about the cities that you created on other continents?We got some real life examples[USA,India,South Africa etc]of colonies breaking from the mother country and becoming independent,so why not in civ 6 as well.Lets say that you are in Ren. age and you find a juicy arhipelago filled with resourses.You settle it,like a normal person,and more cities,more,more until you dont have any land unfilled with your people.NOW let think;They are on some islands,hundreds of km away of your capital or closest city.Surely someone will be a rebel and start wishing independence for their arhipelago/island.Independence points start pilling up[You can stop/slow them by having mil. units or govs. in that arhipelago]and they break up.Soo now you have a rebel nation that is the same like you,but on some islands,Now they got their own nation and will act like a normal player[war,trade,alliances]maybe they will want to rejoin you civ....or maybe not,most prob.
