Colonies cause a declaration of war?

I created a colony and it had ME declaring war on an AI opponent? Any idea why this happened?

I am pretty sure this is a problem with patch 3.13 for BTS. Bhuric has an unofficial patch I think that fixes it.

LOL, Zabob or whatever the Ethiopian leaders name is just created a colony and got instantly dogpiled. I hate to see it happen because he is across the world from me and I am gonna miss the goodies
