Colonies: when, how, and why?

I agree with using the logo. I also agree that the traits should come from the adaptive choices. The colonies don't need to be as good as the parent country so if it's decent it will work.
 
At the very least, limit the colony choices to civs within one alignment "step" of the parent civ. That is, Good civs don't spawn Evil civs, and vice versa. I can live with the Sheaim splintering away from the Lanun, but there's no way the Elohim could spin off the Doviello in any peaceful manner.
