Colosseum happiness

The colosseum says it gives +1 happy per 20% of per turn culture for the city. I see it giving +1 happy per 20% culture adjustment percentage. That would mean the most you could ever get is +6 happy. I have a city with several wonders that has 60 culture per turn. I think the rules say that should result in +13 happy. With the code as it is, my 60 culture/turn city gets +1 happy from a coloseum, and so does a city with 0 culture/turn. That doesn't seem like it could possibly be the intent.
 
I think it is the intent -- it ties back to mechanics of older civ games. You used to be able to control happiness by adjusting your luxury rate. They wanted to add a culture rate, but trying to split your commerce 4 ways probably seemed a bit much, so they dropped the luxury spending. The colosseum and theater bring back a vestige of the luxury rate for those who are used to sacrificing cash for happiness.

To be honest, your method sounds intriguing and like it might actually make the colosseum a good deal more useful. I can't really envision off the top of my head the longer reaching effects it would have on balance, but it might be interesting to look into.
 
An interesting idea but it wouldn't work as it would unbalance the game. If you're going for a cultural win, your cities may be producing 500 culture per turn... +26 happyness is just too much.

I don't know... That was my first thought, too, but generally by that point in the game I'm hitting food caps on my cities, not happiness caps. I mean, I guess it would be a huge boost in a GP farm (because of all the excess food), but in every other city you're usually giving up a good deal (either commerce or production) to make use of happiness beyond about 21 citizens. Not to mention that you still have no way to generate anything resembling a corresponding amount of health until the late modern era.

I mean, as it stands now, if you're going for anything but a cultural victory, the colloseum is going to give you one happy citizen, period.
