Combat issues – Defenders Have Unfair Advantage in the Modern Age

I didn’t say that CIV 4/5 has to copy modern war exactly as it is in reality (although that should be the objective).
All I am saying is that Civ 5 should find a way to allow us to go deep into enemy territory since that is possible in modern war and it also adds more strategy to the game.

Regarding nukes, the penalty for nuking armies in friendly territory should have consequences such as huge war wariness and severe fallout to force it to be a last resort.

The player that sends his units into enemy territory can then split his army to smaller size of stacks to minimize the effect of the nukes.

However, for that to work the player should be able to use (to some extent) enemy roads for faster movement.
Otherwise the enemy (having 10 tile movement) can just intercept all these small stacks quickly only with one stack.
So that brings me back to my original suggestion to increase movement in enemy territory.
 
You WILL get major casualties, you know. Just like in, probably the most "Modern" we can get while getting as big as possible, WWII.

You WILL have losses and wins. Also, sending a few spies to destroy roads never hurt.
