No idea the file your looking, but I think it's right like this actually. If it's what I think it is, it tells that the owner of the staatseibenbahn has a gold/ production bonus, and this is correct; if you are another civ and you conquer the prussian cities you should have their bonus.
The problem is that staatseibenbahn at the start of the game spawns randomly everywhere...but I've no idea how to fix this, I tried a lot but with no success.
Yeah what those do is just grant the gold/prod to tiles with the staats, which is right. Why it’s placing them at all? Who knows. My guess would be they are using a similar system to VI where different types of Road are tiered, like Classical/Medieval/Modern, except there’s just three. Road/ railroad/staatseibahn. In VI, if you deleted a lot of content gating roads, traders would build railroads instead, since they had nothing to stop them making the best road.
Equally I think the game is looking to see the city the tile belongs to, when making a route, making it be a railroad if the two cities are connected with rail stations. And if the cities are Prussian, do staatseibahn.
Since the staats only occur outside borders, I think it’s checking to see the owner of the tile, seeing there Is none, and passing the check to go all the way to staats.
Thing is, does it actually have an in game effect? Like do they stay if you settle a city next to them?
Yes, due to this bug, it's actually beneficial to settle in neutral territory at the start of the Modern Age—specifically where you can find the Staatseisenbahn. It gives a strong boost to a new city. (On a funny note, even the yield display in the territories with Staatseisenbahn is bugged: the increased yield doesn't show until you assign population to the territory. But once you take it, the correct yield appears. It's amazing how many bugs this game has! )"
