[Vanilla] Computation order? building first or technology first?

I'm researching Military Tactic which needs 1 turn to finish. I'm also building Oxford University which needs 1 turn to finish.

As we know, Oxford University will give 2 technologies.

In this case, does Military Tactic finish first, then Oxford University so that in total I have 3 new technologies? Or Oxford University finishes first, which may give me Military Tactic as one of the 2 free technology so that I may end up withing wasting 10 turns' time searching Military Tactic?

I tried to search on this topic but don't what the proper keyword is. Has anyone studied the order? Like population growth first or great people points first?

I don't usually get to OU, but from experience I can tell the production of units that would complete next turn is hampered by researching a technology with upgrade. E.g. a spearman is to be finished next turn and I have one turn to finish Military Tactics (the pikeman tech). The (global) science is added first and the (local) production is changed to pikeman, which needs more hammers and suddenly I don't finish the spearman, but continue into pikeman for another six turns.
My advice is anyway to finish the easy tech, switch to a late one, finish Oxford and get a high cost technology like steel. Not sure about how exactly OU works. I definitely can waste one turn of research.

The build order is somewhat unkind with builders and settlers which increase in cost with each unit built. If a high production city (built 4000BC) and a lower production city (built 1000BC) would finish a settler at the same turn, first one builds it and second one has to spend another ten turns for next settler. There certainly is an order in the cities production and it is calculated after the global yields.
