Config.ini is missing

Like the title says, the config.ini file that should be in the Civilization V file under My Games under My Documents is missing. I attribute this as the source of my problem, the problem being that when I start the game I get a large black window on my screen that after a short time becomes unresponsive and windows "finds a solution."

So, just to repeat, the config.ini file is missing. No amount of verifying the integrity on steam has created it, and I have reinstalled the game several times. Interestingly enough, whenever I verify the integrity of the game on steam, I always have it report back to me that one file was missing and is being recovered. This will happen almost every time that I verify the integrity.

So, anyone have theories?
 
Has the game ever worked for you before?
In case not: Please check the Civ5 (and G&K, if you own it) folders (not the one in My Games, but in the Steam subfolders), and delete all the .wmv files which you can find.

Edit: Oh, and you got the problem backwards.
The game does not start because there's no .ini, but rather there's no .ini created because the game doesn't start.
 
Well, the game did work on my last computer. It ran Vista and was a large desktop model. This current one is a Dell laptop using 7.

Just for grins, I deleted the .wmv files to see what would happen. Yet again, the large black window covered most of my screen, and it stopped working, and windows looked for a solution. So no progress.
 
Like The_J said that file missing is not the issue. Until you get into the game itself and set up a game, it will be missing. You are going to have to send your DirectX diag, for us to make an educated guess to your problem.

If you have not even made it into the game, and you keep getting file downloads when you varify the cache, there is a problem somewhere that is causing corrupted files in the downloading process, or the laptop is unable to play the game.
 
From the tech FAQ:

Q.) "Please provide a Dxdiag." What does this mean, how do i do that?

Hit the "Windows key" and "R", type in Dxdiag, hit enter. A menu will appear, with a save option at the right bottom. Do this, save it as a file and attach it here. We are able to see what system and drivers you have with this file.

That system looks to be under the minimum requirements.
 
Yeah. So was my desktop model, but civ v ran pretty well on it. Of course, it did have a somewhat better processor.
Any way I can get a better processor for my laptop?
 
It is not the CPU. It is the integrated GPU, and no. You have to get a laptop that is above specs. The minimum requirements is the first thread in the section above.

Video: 256 MB ATI HD2600 XT or better, 256 MB nVidia 7900 GS or better, or Core i3 or better integrated graphics
