Let's suppose that i want to start a game with the japanese nation, i'm playing the world map, how can i begin building my first city in the island where the japanese people is. I want to build the city where Kyoto is. I hope that you will understand. Sorry, my english is very poor.

Well I would say you can't, if it is an epic game. If you want to create a scenario map, then you can use the start location to place it where you want. You then change the assignment to either Japan directly or Player1 and select Japan as your civ.

I think there are some world maps with civs placed avilable.
