configure keyboard setting

I played in multiplayer and I have a problem to chat with other players. Which button must I use to chat, how can I change this settings ?

You press the ~ key (by the 1 and ! button, to the left). I'm not sure if this is different for European keyboards, though, so maybe someone can confirm.

I haven't this carachter that you have typed in my keyboard, I think I can modify that carachter, but I don't know how...in civ3 I don't find a cfg (configuration file), this is so bad for me, I can't chat with other players

Anyone can help me ?
