(CONFIRMED) Bug?: Liberating cities into colonies can produce the same leader/civ

This happened when Shaka allowed his island cities to become a colony.

Im sure its just an oversight with the new colony system, where a random leader is assigned to the cities, and that the it allows duplicate leaders for some reason

actually, i do have one, since it happened again in another game

liberating my two cities put charlemange in charge, same leader im using
