(CONFIRMED?) Infinite Loop on declaring war (privateers)

When trying to declare war on Mali in the attached game it goes on an infinite loop. If you stop my 9 privateer's blockades war can be declared normally. This is reproducible for me (tried 3 times). I don't know if its just one privateer or all of them however.

The save file will load with Gligamesh (sp?) asking to declare war on Mali. If you do it will loop, if you don't it won't loop. If you don't stop the blockades before you declare war it will loop. I have declared war on Mali before but it was 2 no action wars.

The "locked assets" bug causes this to crash for me, so I can't verify it. I'll link it though.

I can confirm that the PRIVATEERS being set on Blockade cause the infinite loop. It isn't any kind of CTD.
First I have tried to click on the Privateers and then "F" so the small Button next to the unit turns from white (sentry/fortified) to green (active). Then I tried to declare war. Another infinite loop was the consequence.
After I loaded again and clicked at a "green" Privateer I noticed that the blockade zone was still active.
So I moved every Privateer and tried to declare war again: it worked. No loop.
