Conquered Wonders not producing culture

The title says it all. The Wonders in the cities I conquered are not producing culture at all.

I am not sure if this is a bug. Their special effects are still unlocked, for instance the conquered Pyramids still enable all Government Civics.

So... is this suppose to happen?

They aren't supposed to give culture, since it wasn't your civ that built them. It was like this in Civ 3 as well, since it is supposed to be hard to build up culture in captured cities, and it would be too easy if wonders still gave culture when you capture them.

Man... that just sucks... I conquered his capital just to get those Wonders for my cultural victory. Oh well.
